❌ Fact-check result: Inaccurate information — data from iLaw indicates that since the 1932 change in the political system to the present, there have been a total of 23 constitutional amendments, covering 9 interim constitutions.
📝 Summary: On 10 Dec 2025, Ratchaneekorn Thongthip, a senator, spoke during a joint sitting of parliament at the second reading of a constitutional amendment bill. She expressed opposition to amending the constitution and urged members of parliament to stop constitutional amendments and instead focus seriously on solving people’s problems and developing the country.
“We have amended the constitution 20 times already. If Thailand truly became more prosperous through constitutional amendments, we would have prospered long ago from those 20 amendments,” Ratchaneekorn said.
🔎 Cofact investigation: Law Reform (iLaw), a civil society organization specializing in law and constitutional issues, compiled data on Thailand’s constitutional amendments in an article titled “Constitutional Amendments: Thailand’s 20 Constitutions Amended Successfully 22 Times,” published in August 2019. The article states that since the 1932 change in the political system, Thailand has promulgated 20 constitutions and amended them 22 times, covering 8 constitutions, including interim constitutions.
However, Yingcheep Atchanont, Director of iLaw, provided additional information to Cofact, explaining that the article was published before the 2021 amendment to the 2017 Constitution. That amendment concerned the composition of the House of Representatives, 400 constituency MPs and 100 party-list MPs, as well as issues related to the ballot system and the calculation of party-list seats.
Therefore, when including the amendment to the 2017 Constitution, it can be concluded that from the 1932 change in the political system to the present (Dec 2025), Thailand has amended its constitution a total of 23 times, covering 9 constitutions, as follows:
• 1932 Constitution: amended 3 times
• 1947 (Interim) Constitution: amended 3 times
• 1974 Constitution: amended 1 time
• 1978 Constitution: amended 2 times
• 1991 Constitution: amended 6 times
• 1997 Constitution: amended 1 time
• 2007 Constitution: amended 2 times
• 2014 (Interim) Constitution: amended 4 times
• 2017 Constitution: amended 1 time
